Organization Management COE (HR)
Job Description & Responsibilities:
- Responsible the full-cycle workforce planning process (Strategic Plan and Business Plan): from forecasting headcount and budget requirements to securing approvals and tracking execution. Ensure resource allocation is strategically aligned with Huawei priorities, market opportunities, and projected revenue streams
- Govern the entire position structure in Huawei: creation, modification, evaluation, and sunsetting, ensuring all roles are clearly defined, graded appropriately, and mapped to the correct organizational structure. Manage the quality, accuracy, and compliance of the system
- Manage and continuously improve the Huawei key organizational effectiveness metrics, including but not limited to Expense Ratio, Revenue per Capita and others
- Design and implement organizational changes (example: team, restructuring, new unit creation, process realignment) that enhance agility, improve collaboration, and remove operational bottlenecks. Ensure smooth implementation of new designs, managing communication, role transitions, and change management in partnership with business leaders
Requirement:
- Bachelor's degree in Human Resource Management, Psychology, Finance, or a technical related field
- More than 2 years of hands-on Human Resources experience, with at least 1-2 years in a generalist or Human Resources Business Partner capacity. Experience in technology, sales, or project-based environments is preferred
- Excellent communication skills in English. Basic proficiency in Mandarin Chinese is a strong plus
- High learning agility and resilience, thrive in a dynamic environment where priorities shift to meet business demands
- Ability to work independently and as part of a team
